CAP Strategic Plan

On 31 August 31 2022 the European Commission approved the Strategic Plan for the Common Agricultural Policy 2023-2027 prepared by Poland. The CAP Strategic Plan supports the sustainable development of Polish farms, the processing sector and the improvement of living and working conditions in small rural towns. The CAP supports sustainable, climate- and environment-friendly farming methods; protection of water, soil and air, and biodiversity. It favours the production and use of sustainable energy. It strengthens economic diversity, including the bioeconomy. It improves the dynamics of development, increases professional and social activity of inhabitants of rural areas and excluded people. During the implementation of the plan, the horizontal principle of equal opportunities and non-discrimination is taken into account, including accessibility for people with disabilities and equal opportunities for women and men. Scientific and innovative solutions are disseminated and implemented, including digital ones, which remove barriers to the development of rural areas and agriculture.

The main areas of the CAP Strategic Plan are:

 

 

 

 

Competitiveness

Innovation, automation, digitization, robotization, processing, product quality, shortening the supply chain, increasing the efficiency of production factors in a sustainable manner. Generational change, access to land and capital.

Agricultural income support

Direct support, support for less favoured areas and development of agricultural activities.

Cooperation

Cooperation between farmers, links with other participants in the food chain.

Risk management

Mitigating the effects of production and market risks. Improvement and dissemination of risk management instruments on farms.

 

 

 

 

Responding to climate change

Improving the availability of water (various forms of retention, irrigation), reducing GHG and ammonia emissions (in terms of energy efficiency, RES, animal production, fertilization, agricultural technology) and limiting the effects of climatic phenomena and disasters.

Conservation of natural resources

Water, soil, air and biodiversity through environmentally beneficial practices, investments and knowledge enhancement.

Building awareness of farmers

Rational use of resources, climate and biodiversity protection.

Sustainable use of antibiotics, fertilizers and plant protection products

Promotion and support of integrated pest management, increased production standards in the use of plant protection products, antibiotics, fertilizers and animal welfare

National feeds

National plant genetic resources. Feed production technologies and market development.

Building consumer awareness

Promotion of organic farming and other food quality systems and information about products (labelling), about food waste and shortening the supply chain

Social and economic activation of the inhabitants

Help in activating people from disadvantaged, marginalized and socially excluded groups.

Smart villages

Entrepreneurship development

Jobs, development of services for agriculture. Social farming (rural tourism, educational homesteads, care farms)

Development of infrastructure in rural areas

Individual sewage treatment plants, rainwater management system, rainwater retention, preservation of the cultural heritage of the village
